Second Chance Placement Program

The department of Animal Care has implemented a Second Chance Placement Program. This program is intended to save the lives of many animals that would otherwise be euthanized. It will also increase the number of animals adopted through rescue organizations.

This department is committed to increasing its lifesaving capacity. Making animals available to rescue organizations is a priority. Many of the animals picked up by our officers are highly adoptable. Unfortunately without the help or assistance of rescue organizations these animals face a very uncertain future.

Animals suitable for adoptions will be either transferred to Project Pet or Columbia Animal Services. The Animal Care Department will inform these agencies of your interest in rescuing the animal. You should also call these agencies and inform them of your intentions to rescue also.

We will use the following process to in order to save lives:

  • Healthy, adoptable animals will be selected by the Animal Care Department to be transferred to Project Pet for adoption.
  • Rescue organizations may arrange through Project Pet to save these animals.
  • If for any reason Project Pet is unable to accept these animals, adoptable animals can be rescued from Columbia Animal Services. Please contact Columbia Animal Services at 803-776-7387
  • Rescue organizations may also check the County’s website at www.richlandonline.com for stray animals waiting to be rescued

We will also keep you informed of any changes in procedure of transfer of adoptable animals through our website. Please keep in mind, only animals that have met the required holding period will be available for transfer.
